Abstract: The progress of containers through customs is often more an exercise in negotiation rather than a structured queuing process. Once customs processes involve negotiation, corruption becomes a factor. By exploiting agent-based simulation techniques for modeling customs practices, the cost of customs corruption and the value of various reform policies can be estimated.
